Apparently, it looks like the 60% damage modifier never applied to the base damage, so changing it to 100% doesn't do anything to increase the base damage of the spell. (backstory to how i decided to make this build just skip a bit if u dont really care lol) so thanks to reddit i was randomly notified about wrecker_of_days' fun new player builds one of which caught my interest the curse occultist witch.
